Complications for Marriage registration in Chennai ?

One of friend living in 274, Anna Salai, Arul Manai Building No: 27, Whites Road, Thousand Lights, Chennai, Tamil Nadu 600006. He is from Sivakasi and the bride is from Trivandrum, Kerala. They wanted to do register marriage in the month of April 2019 in Chennai for office purpose.

She is working in Chennai so they want to complete the Love registration process within one days without the knowledge of parents and he need marriage certificate for apply benefits in office.

We approached nearby sub registrar office in Royapettah, Chennai They said that Civil/Court marriage has to be registered under special marriage Act they have to give 30 days notice. Also he said that notice will be sent to kerala

They are facing so many complications while they go for court marriage in Chennai. The main problem is she is native of Kerala and she have all the proofs in Kerala address only. The boy is from Tiruppur and he having local address proof. So it is very difficult to produce local address proof for both.
