what is the procedure for get unmarried certificate/single status certificate in Tamilnadu, India

Dear friends
One of my friend is working in Malaysia and he wants to do legal marriage in Tamil Nadu. The bride is Malaysian citizen and He is ask me to make arrangements for register marriage. But in Tamilnadu they asking single status certificate for bride issued by Malaysia government . But he don't know where to get and how to get single status certificate . So please guideline me anybody if know the procedure.

There is no standard procedure or department available in Tamilnadu to issue the Single status certificate for the Indians to marry a foreign National out side India.
You can approach local Tahsildhar/ Village Administrative officer in this regard. If not possible to do this, you can prepare one Single status affidavit with Notary attestation and submit to Malaysian Registration department after getting MEA seal for the same.
Before try to do above process, please conform with Malaysian Registration department about exact requirement and you can ask model Single status certificate from Malaysian Registration department . It will helpful to understand from which authority the Single status certificate has to be obtained in Tamilnadu, India.

Also you have to obtain NOC or single status certificate certificate to get get married legally in India. any one bride or groom is a foreign national the Single status certificate is mandatory . Some country will not issue NOC and many country will issue Single status certificate or Affidavit to their citizens .

If the bride or groom is not an Indian citizen the marriage registrar will ask for single status certificate issued by their country . There is no such procedure to issue single status certificate for American Citizens. Instead of single status certificate, American consulate Chennai will issue single status certificate in affidavit format for the American citizen those who wish to do their customary or civil marriage in Chennai ,India.
The actual procedure is as follows:-
Marriage in India

The procedure for an American citizen (or any non-Indian) to get married in India depends on whether the parties wish to participate in a religious ceremony or a civil ceremony. If the Indian government asks you for a “no objection letter”, please be aware that the U.S. Consulate cannot provide such a statement. You can, however, provide the Indian government with a copy of the handout below, which explains U.S. government regulations regarding these requests.

If you wish, you may also schedule an appointment at the U.S. Consulate to make an affidavit regarding your marital status and eligibility to marry. Appointments are required, and notary fees apply.

Religious Ceremonies

In India, a religious marriage ceremony is considered a legal marriage. However, for Hindus, Jains, Sikhs and Buddhists, the certificate issued by the temple or gurudwara may not be legally sufficient for all purposes. Rather, members of these religions may seek a formal marriage certificate from the Registrar of Marriages. If one of the parties is a U.S. citizen, the registrar may request a “no objection letter” (See above) from the U.S. Consulate in Chennai, and also may request proof of termination of any previous marriages, before a marriage certificate will be issued.

If the parties are married in a Christian, Muslim, Parsi, Jewish, Baha’i or other religious ceremony, the certificate issued by the religious authority (e.g., the church’s marriage certificate, the mosque’s nikah nama, etc.) generally is sufficient proof of marriage, and no certificate from the marriage registrar is necessary.

Civil Ceremonies

Parties who do not wish to marry in a religious ceremony can instead opt for a civil ceremony pursuant to the Special Marriage Act. Again the American citizen who wishes to participate in a civil marriage ceremony may be required to present to the marriage officer a “no objection letter” (See above) from the U.S. Consulate in Chennai, as well as proof of termination of any previous marriages. The parties generally are required to wait at least 30 days from the date of initial application to formalize the marriage so that the marriage officer can publish a newspaper ad allowing for the opportunity for any objections to the marriage to be voiced.

The marriage registrar’s office generally is located in a local community’s court complex or municipal building.

There is no procedure to issue single status certificate for their citizens. If they wish to do their marriage in Chennai and any place in India they can get single status affidavit in Chennai Consulate office itself.

Announcement by UK embassy,New Delhi

UK embassy is stopped the issuance of single status certificate for their citizens those wish to do their marriage In India.

From 1 August 2013 the British High Commission in New Delhi and its offices in India are not issuing a ‘No Objection Certificate’ for marriage registrations. The Ministry of External Affairs, Government of India has been informed of this change. Instead British Nationals can now download Marriage: Information Note on NOC (PDF, 596KB, 1 page) to present to registrars which explains how marriage is legislated in the UK.
There is a possibility to do legal marriage in India by UK nationals if they explain about non issuance of single status certificate.

About single status certificates
You can use a single status certificate as proof that we do not hold any record of marriage in the Victorian registers, between two specific dates. The first date indicates when you were free to marry. This date is:

The date of your eighteenth birthday (if you have never previously married and were born in Victoria or began living in Victoria as a child)
The date you began living in Victoria (if you have never previously married and were born outside Victoria)
The date your last divorce became final and absolute (if you have been previously married and divorced)
Note. You must provide a copy of your divorce certificate with your application.
The date your last spouse passed away (if you have been previously married and widowed)
Note. You must provide a copy of your spouse's death certificate with your application.
The second date is generally one week before the date your application is received by the Registry.

If you have lived outside Victoria as an adult, you may also need to contact the Registry office of any other state, territory or country where you have lived, and apply for a single status certificate from them as well. Check with the authorities of the country where you plan to get married before applying for other certificates.
